I have the honour to enclose a joint judgment delivered today by Justice Field of the U.S. Supreme Court acting as Circuit Judge and U.S. Circuit Judge Sawyer in the Habeas Corpus case of a Chinese who claimed to be exempt British subject, from the provisions of the Chinese Immigration Act, and to be allowed to enter the country.
